In 2020, approximately 3.9 million referrals concerning around seven million children were submitted to child protective services (CPS) throughout the United States (U.S. Department of Health and Human Services, Administration for Children and Families, Administration on Children, Youth and Families, Children’s Bureau, 2022a). During the same year, there were slightly more than 400,000 children in foster care (U.S. Department of Health and Human Services, Administration for Children and Families, Administration on Children, Youth and Families, Children’s Bureau, 2022b). Overall, nearly 37% of all children in the United States undergo a CPS investigation by the time they reach 18 years of age. The rates of child welfare investigations are notably higher among specific racial and ethnic groups, with African American and Hispanic children facing investigation rates of about 53% and 32%, respectively, in contrast to 28% of White children (Kim et al., 2017). Furthermore, certain racial and ethnic groups are disproportionately represented in the foster care system. For example, while American Indian and Alaska Native children and African American children constituted only 1% and 14% of the U.S. child population in 2019, they represented 2% and 23% of the foster care population, respectively (Child Welfare Information Gateway, 2021).
